Fortunately, the shelter did not lose any pets or humans in the fire that tore through the rear of the shelter on North Willow Street last year.</div>

Instead, Morgan determined a moment of silence and gratitude was a better way to commemorate the anniversary, as Morgan has so much appreciation to express to the shelter volunteers and staff, township and community for helping the shelter recover in the days, weeks, and months following the blaze.</div>

Without them, “we’d not been able to pull this last year off,” Morgan said on Monday, exactly a year to the day of the fire.</div>

“It really takes a village, and everyone steps up,” she observed.</div>

Morgan, who was working at the shelter when the fire broke out, called that Sunday last April a “weird day,” with unusually high winds. “As it was happening, this was every shelter’s worst nightmare come true,” said Morgan, who also lost her car to the fire.</div>

Aside from frightening moments, Morgan remembers not only the efforts to rescue all the animals, but also the community’s support. In the immediate aftermath, people were lined up around the street corner with cat carriers, she recalled. Shelter volunteers and members of the community offered to take animals home with them.</div>

“Even in that crisis, the animals were first,” she affirmed.</div>

The cause of the fire was never determined. Damage from the heat, smoke and water used to extinguish the flames is still visible in many parts of the building, and the fire has limited some of the shelter’s capabilities. But overall, Morgan, who has been acting director since June, is happy with where the shelter has come.</div>

“We’ve done an incredible job,” said Morgan, noting the accolades the facility has received from the public on social media. “I think the shelter is in the best place it’s been in for the community and the animals it’s served.”</div>

The second-floor area, where the cat rooms, Morgan's office and staff lounge are located, have been mostly redone, with new coats of paint. The rooms were filled with soot and sustained water damage from the firefighting efforts, Morgan said.</div>

A long, rectangular room to the right of the shelter entrance, which served as a community room before, is being used temporarily to house dogs, as the back kennel area awaits reconstruction. According to Morgan, only seven of the shelter’s 26 kennels are in use right now.</div>

Morgan said the construction on the new kennels should begin in about two weeks. Volunteers who have fostered dogs in the meantime have been a “godsend,” acknowledged Morgan, who said most of the shelter volunteers also ended up adopting animals after the fire.</div>

There are also a number of safety-related upgrades that have to be done that weren’t required when the shelter was built and now are, Morgan noted.</div>

Overcoming challenges</h2>

Morgan said the challenge right now is finding space. Still, the shelter has continued to aid homeless, neglected, and needy animals. Last year, 243 cats and 163 dogs were adopted from the Montclair Township Animal Shelter.</div>
<div style="color: #333333; font-family: arial, sans-serif; font-size: 14px; font-stretch: normal; line-height: 22px; margin-bottom: 15px; margin-left: 60px;">
The shelter has helped a group of 13 felines recover from physical ailments and food deprivation after they were <a href="http://www.northjersey.com/story/news/essex/nutley/2016/10/13/nutley-cat-case-under-investigation/93048288/" style="color: #1990e5; text-decoration-line: none;">rescued from a home in Nutley in September</a>, and they’ve come a long way since, Morgan said. Seven cats are still being cared for at the shelter, while the rest have been adopted, Morgan said.</div>

The Friends of the Montclair Township Animal Shelter organization has assisted the shelter through its recovery. It has provided funds for extraordinary medical expenses of animals who come into the shelter post-fire, offset the cost of adoption fees, replaced supplies and items lost to the fire that aren’t covered by the township’s budget or insurance, and coordinated grants and both monetary and in-kind donations, according to Karen Sacks, FOMTAS president.</div>

The number of weekly volunteer hours decreased from about 4,000 to about 500, due to space limitations following the fire, Morgan said. Volunteers come in during the mornings to socialize with the animals and clean the facility, and then leave when the shelter opens to the public.</div>

“We are enormously lucky to have found Liz who has worked tirelessly to keep shelter operations running smoothly despite the limitations of the building,” Sacks, of FOTMAS, said in an email. “Somehow Liz and her team managed to adopt out more animals in 2016, the year of the fire, than the shelter did in 2015 and those numbers are on par with similarly sized shelters operating at full capacity. And, most animals are in the shelter for just a short time before being adopted out and while they are there, they are given the best of care.”</div>

Second Ward Township Councilperson Robin Schlager said Monday the council has not heard from Stafford about his investigation into privatizing the shelter. Schlager said she hoped to hear from the manager soon, noting that “time is of the essence.” She expressed concern that the warmer weather could lead to more feral animals out and about, possibly being harmed or reproducing.</div>

Earlier today a bear was spotted roaming in Montclair Center in the area of Church and Plymouth streets. Police, Fire, Animal Control and Community Services personnel were dispatched to secure the area and DEP Division of Fish and Wildlife was notified. DEP officers came to the scene and tranquilized, tagged and tattooed the animal and will release it in an appropriate wildlife refuge.<br />
<br />
In April of this year, the DEP released the following information about what to do should you encounter a bear and measures to take to minimize the risk of the animals visiting one’s home:<br />

<br />
“Bears that learn to associate food with people, and their homes and property, can easily become nuisance bears that forage for easy sources of food in neighborhoods,” said David Chanda, director of the New Jersey Division of Fish and Wildlife. “Residents can greatly reduce the risk of interactions with bears by taking commonsense steps. Most importantly, people should never feed bears, intentionally or unintentionally.”<br />
<br />
It is illegal to intentionally feed black bears in New Jersey and punishable by a fine of up to $1,000. A more common problem is unintentional bear feeding by homeowners who unknowingly make household trash, pet foods and other food sources easily available for bears to find and eat.<br />
<br />
<b>DEP wildlife experts stress that a black bear simply passing through an area and not causing a specific problem, such as breaking into trash or otherwise trying to access food sources on peoples’ properties or posing a safety threat, should be left alone. The Division of Fish and Wildlife advises people to leave the area and allow the bear to continue on its way. When frightened, bears may seek refuge by climbing trees.</b><br />
<br />
The Division of Fish and Wildlife also offers the additional following tips to minimize conflicts with bears this spring:<br />
<blockquote>
Secure your trash and eliminate obvious sources of food, such as pet food on decks, easy-to-reach bird feeders, or food residues left in barbecue grills. <br /><br />Use certified bear-resistant garbage containers if possible. Otherwise, store all garbage in containers with tight-fitting lids and place them along the inside walls of your garage, or in the basement, a sturdy shed or other secure area.<br /><br />Wash garbage containers frequently with a disinfectant solution to remove odors. Put out garbage on collection day, not the night before.<br /><br />Avoid feeding birds when bears are active. If you choose to feed birds, do so during daylight hours only and bring feeders indoors at night. Suspend birdfeeders from a free-hanging wire, making sure they are at least 10 feet off the ground. Clean up spilled seeds and shells daily.<br /><br />Immediately remove all uneaten food and food bowls used by pets fed outdoors.<br /><br />Clean outdoor grills and utensils to remove food and grease residue. Store grills securely.<br /><br />Do not place meat or any sweet foods in compost piles.<br /><br />Remove fruit or nuts that fall from trees in your yard.<br /><br />Install electric fencing as an effective way to protect crops, beehives and livestock. </blockquote>
<b>If you encounter a bear that is standing its ground, remain calm and do not run. Make sure the bear has an escape route. Avoid direct eye contact, back up slowly and speak with a low, assertive voice.</b><br />

<b>Residents should report bear damage, nuisance behavior or aggressive bears to the DEP Hotline at 1-877-WARN-DEP (877-927-6337) or their local police department.</b><br />
<br />
Black bears have been sighted in all 21 New Jersey counties, and bear-human encounters have occurred more frequently in recent years in places outside of traditional bear country, defined as the area west of Interstate 287 and north of Interstate 78.<br />

There are times when a resident may find that one of their animal friends is in distress and will call the Animal Control Officer.

<br />If you think you may have orphaned, injured or displaced wildlife in your yard, before you pick up the phone to contact Montclair Animal Control, observe the animal and gather information. The following are questions the Animal Control Officer will ask you:<br />
<br />
<ul>
<li>What is the exact location and address of the animal?</li>
<li>What does the animal look like? What color is it? Fur, Fins or Feathers? Size? Adult or Juvenile? How many animals are there?</li>
<li>How long has the animal been at the location? Days, hours, minutes?</li>
<li>What is it currently doing? How is it behaving?</li>
<li>Is it limping? If it’s a bird or bat can it fly?</li>
<li>Is there obvious injury or illness? For example, blood, broken bones, runny eyes or nose, etc. </li>
<li>Are there insects present on or around the animal? Flies, Fleas, Ticks or Maggots.</li>
<li>Is the animal vocalizing or is it completely quiet? If vocalizing how so and how frequently?</li>
<li>Are there any other animals in the area? Predators? Parents?</li>
</ul>
Once these questions have been answered the Animal Control Officer may decide to have you further continue to observe the animal or they may immediately come out to assess the situation further. By being observant and not approaching the animal you too can help the wildlife in our community!<br />

There are many reasons to register and license your pet.<br />
<br />
<ul>
<li>You can think of your pet’s license as a way to ensure a free ride home in case it is lost. Anyone who has lost a pet knows how we worry about them until they are safe at home. The license tag can be quickly used to find your name and address and the authorities can notify you. This will bring about a quick reunion.</li>
<li>Licensing is a way for the community to ensure that pets are vaccinated against rabies, a terrible disease that is fatal to dogs and cats.</li>
<li>The fees from licensing stay in the community and help fund rabies clinics and support our animal control efforts. The cost of the license is far less than the fine imposed if your dog or cat is found without a license.</li>
<li>Last, but not least, it is the law!</li>
</ul>
<br />
The annual fee for licensing a dog in the Township of Montclair is $12 for a spayed/neutered dog or $15 for an intact dog. For a cat it is $8 for a spayed/neutered cat or $11 for an intact cat. Senior citizens pay a reduced fee of $5 for a spayed/neutered cat or $8 for an intact cat. In addition, microshipping is available for a $20 fee (but not mandatory).<br />
<br />
In order to license your pet, you will need proof of rabies vaccination. The State of New Jersey requires licensing for any dog over the age of seven months*, and the Township also requires licensing for any cat over the age of seven months. Cat licenses expire August 31 and Dog licenses expire December 31.<br />
<br />
The Township will soon undertake a door-to-door canvass to ensure pets are being licensed. Late fees will be charged for any cat that is licensed after November 1 and any dog that is licensed after March 1. Owners may be responsible for court appearances and additional fines for animals not licensed by these dates. rate for kittens is even higher. Thousands of cats and kittens are killed daily
because of test errors.<br />

<b>Myth #2</b>: The FIV test shows the existence of the FIV virus.<br />

<b>Fact:</b> It measures nothing but antibodies, microscopic
organisms that fight the virus.<br />

<b>Myth #:</b> Kittens that test positive
for FIV will always test positive for FIV.<br />

<b>Fact:</b> “…infected mothers rarely,
if ever, pass the infection to their kittens,” according to Dr. Niels C.
Peterson, the first to isolate FIV in 1986 and Director, Center for Companion
Animal Health, UC Davis School of Veterinary Medicine.

It's baby wildlife season! If you think you see a wild animal in
distress or that is orphaned don't touch it! You may be doing more harm
than good. Call your local animal control officer, animal shelter or
wildlife center for advice. This is an orphaned baby opossum picked up
today by one of the MTAS animal control officers. She will be
transported to a wildlife rehabilitation center where they will raise

A lot. We have two free-roaming cat rooms, but because of space issues - and sometimes because of a cat's age or personality - it's necessary for us to house some kitties in 2' x 2' cages. It's a pretty tight space, especially for an adult cat, and rough for a skittish cat because there's no place for them to hide. It's not ideal, but there's something we can do to make life a little better until these cats find their forever home.<br />

An elevated bed designed to fit into cages is a great way to give the cat a perch to sleep on, and makes it possible to provide a secluded area by draping a towel or sheet over the bed. We've found a <a href="http://www.sheltermedicine.com/shelter-health-portal/information-sheets/building-an-elevated-bed-for-use-in-shelter-cat-housing">specific design plan</a>, one that uses easily cleanable materials to help ensure disease control and is perfect for our needs. It's a fairly straightforward project using PVC and canvas (or similar) material. If you've seen a Kuranda Dog Bed, these will look similar to those.<br />

What we need are individuals (or groups) willing to donate the materials, time and skill to put some (one) together. This could be a great project for a Scout group or other community organization looking for a project to enhance building skills and contribute to a local cause. The plans suggest each bed takes about an hour to build and the materials would be in the $20 range.
